The message of Holy Quran wherein it is ordained, “it
is unfair to hold a person accountable for disobedience
to a command when he does not understand the meaning
of the command,” invites the attention of law
makers to the fact, that, law must be in a language
that is commonly known and understood by the majority
of the people. Unfortunately, the need could not get
its due importance in Paksitan, English is still the
language of the law and of the Courts, which is negation
of the saying of Quaid-e-Azam, the founder father of
Pakistan, who in a statement said in explicit terms,
that, “The official language of the country would
be Urdu”. Had he lived long, he would have ensured
the rightful status of Urdu language which we could
not despite its being a constitutional requirement.
The Federal Urdu University of Arts, Science and Technology
has a step to fulfill the commitment of the father of
nation and establishment of Al-Mizan Law College is
a step further to realize the dream of the Quaid, to
give Urdu its due status in the field of law and to
make it the language of the courts. The college is committed
to fulfill the requirements of Article 251 of the Constitution
of Islamic Republic of Pakistan 1973 which says, “The
national language of Pakistan is Urdu and arrangements
shall be made for its being used for official language
and other purposes within 15 years from the commencing
day.”
